Pakistani Beef & Lentil Stew

Rinse and soak lentils and rice.
Heat oil & ghee in Instant Pot. Add onions, garlic & ginger. Sauté.
Add whole spices and stir.
Add beef. Sauté until beef changes color.
Add haleem masala, red chili flakes, turmeric, tomatoes, green chili & yogurt.
Add water, drained lentils & rice, salt. Stir & cook.
Remove beef and add to food processor. Pulse to chop.
Blend lentil mixture. Add beef & oats. Stir & cook.
Once laced consistency is reached, stir in garam masala and black pepper.
