Add ingredients to Instant Pot. Pressure cook for 20 minutes.
Crush garlic. Add green chili pepper & black pepper.
To make the tadka, sauté cumin seeds & onion until deeply brown. Add to dal.
Garnish with garam masala, lemon juice & cilantro.
Enjoy with basmati rice and some crunchy vegetables!
